Changes to the Civic Integration Exam and Language Policies
Upcoming changes to Dutch Integration Exams and language requirements – what expats need to know for 2025
Expats and international residents in the Netherlands should take note of upcoming changes to the Civic Integration Exam and Dutch language requirements. The Dutch government has emphasised the importance of language skills for better integration and has introduced new policies to encourage migrants and expats to improve their Dutch proficiency.
A2 Exam Available Until July 1, 2025
The A2-level Civic Integration Exam will remain valid until July 1, 2025 for expats seeking a permanent residence permit or Dutch naturalisation. Originally, a transition to the B1-level requirement was planned for early 2024, but this has been postponed due to political and logistical considerations. Expats who wish to secure their status under the existing A2 requirement are advised to complete their integration exams before July 1, 2025 to avoid future complications.
The Dutch government has also introduced new policies to improve Dutch language skills among migrants. Employers are now expected to take more responsibility for providing language training to international workers. While refugees have always been required to complete integration programs, EU migrants and expats with work visas have previously been exempt. However, new plans propose additional support and requirements for these groups to enhance their integration into Dutch society.
Changes to the A2 Speaking Exam (Effective March 1, 2025)
From March 1, 2025, the format of the A2 Speaking Exam will change. Currently, the exam consists of two parts: multiple-choice questions and recorded spoken answers. After March 1, the multiple-choice section will be removed, and candidates must only provide spoken responses. Those planning to take the exam before this date can access three practice exams, while an updated set of practice exams will be available for those taking the test after March 1, 2025.
Preparing for the Integration Exam
The time required to prepare for the integration exam depends on educational background and language ability:
A2 Level: Highly educated individuals can complete the A2 exam preparation in 3-5 months with 4-6 hours of study per week. Those without prior Dutch experience or who are not working in a Dutch-speaking environment may need up to a year.
B1 Level: Reaching B1 proficiency takes approximately double the time of A2, usually requiring one year of study.
Candidates must also complete the Orientation on the Dutch Labor Market (ONA) exam, which focuses on employment opportunities and professional integration in the Netherlands.
Costs and Study Options
The cost of preparing for the Civic Integration Exam varies depending on study methods and course selection. The exam itself costs approximately €250, or €300 including the ONA component. Expats can choose from self-study, e-learning programs, or in-person courses, with online study options generally being more affordable. Government-funded courses are primarily available to refugees, whereas expats must cover their own study expenses.
Government Integration Plan and Language Training for Migrants
The Dutch government has launched an updated integration policy to promote language learning and employment among newcomers. This includes:
Encouraging employers to provide Dutch language training for migrant workers.
Introducing measures to support EU migrants and work visa holders in learning Dutch.
Requiring refugees with residence permits to take up “starter jobs” as part of their integration process.
The plan also addresses social issues such as forced marriage and honour-related violence, with new initiatives focused on education, prevention, and cultural awareness.
Next Steps for Expats
To ensure a smooth integration process, expats should:
Check their eligibility and requirements for permanent residence or naturalization via the IND website.
Take the A2-level exam before July 1, 2025, if they want to secure their status under the existing regulations.
Prepare for the new A2 Speaking Exam format if taking the test after March 1, 2025.
Explore Dutch language courses and professional support options to enhance their integration and career prospects.
With the changing political climate and evolving integration requirements, expats are encouraged to act early and complete their Civic Integration Exam before potential policy changes take effect.
