Groningen Daycare Warns Parents After Possible Sexual Abuse of 3-Year-Old

De Goudvinkjes, a daycare in Vinkhuizen (Goudlaan), has informed parents about a report of possible sexual abuse involving a 3-year-old, as reported by RTVNoord. The daycare sits in a multi-functional building that is freely accessible to visitors; sources say the alleged abuse may have occurred over a period of time in shared areas en route to the toilets. The suspected perpetrator is a visitor, not a staff member. Police confirmed they assessed the report earlier this year but, due to insufficient leads, did not start a criminal investigation.
Measures now in force
In consultation with GGD Groningen and the police, the daycare says children are always accompanied by staff in common areas, in the playground, and in group rooms. Staff have been briefed on early signs of sexual abuse in young children, and an information evening for parents is being held. The centre says it waited to notify parents until communication could be prepared with municipal and health-service experts, given the sensitivity of the case.
How childcare safety is supposed to work
Dutch law requires daycares to organise care so that staff can always be seen or heard by another adult, the vier-ogen-principe (four-eyes principle). Providers must also follow the Meldcode (five-step protocol) when there are concerns about abuse and consult Veilig Thuis where needed. Local GGD services carry out risk-based inspections for municipalities, including Groningen.
