Groningen Faces Economic Pressure from Job Shortages and Declining Government Employment

Groningen is facing economic challenges due to labour market issues and an expected reduction in government jobs. The International Monetary Fund (IMF) has warned that the severe shortage of workers in the Netherlands is hindering economic growth, particularly in industries such as healthcare and technology. With a tight labour market, Groningen is feeling the impact, especially as it seeks to advance its energy transition and digitalisation efforts. To expand the workforce, recommendations include improving childcare services and implementing retraining programs to help workers transition to new jobs.
The government employment landscape in Groningen is facing potential shrinkage, particularly due to fewer activities planned for the National Coordinator Groningen (NCG). Although there was an increase of 7.5% in government jobs in 2023—largely thanks to new positions at agencies like the Education Executive Agency (DUO)—this growth is expected to stall, and an overall decrease in government employment is likely in the upcoming years. Minister of the Interior Judith Uitermark finds this trend undesirable and is advocating for a more balanced distribution of government jobs throughout the Netherlands.
Uitermark emphasises that government job distribution has been overly concentrated in the Randstad area for too long, primarily due to concerns about efficiency. She advocates for relocating jobs to regions like Groningen, so that policies can better meet regional needs and bring government services closer to citizens. To counter the anticipated decline in Groningen, she suggests expanding existing government services and establishing new government organisations in the northern Netherlands. This strategy would not only help stabilize Groningen’s economy but also address the broader issue of regional job inequality throughout the country.
