Groningen Introduces Zero-Emission Zone for Delivery Vehicles
Starting 1 April, only clean delivery vans and trucks will be allowed in the city centre. This step is part of the city's plan to improve air quality, reduce noise, & make the centre more accesssible.
From April 2025, Groningen will begin enforcing a zero-emission zone in the city centre. This means that most vans and trucks entering the area must run without producing exhaust emissions. The rule applies to all newly registered vehicles after 1 January 2025. Existing vehicles will have limited access under a transition period that lasts until 2030 at the latest.
Passenger cars are not affected by the new rules.
How It Works
New vans and trucks registered after 1 January 2025 must be fully emission-free to enter the city centre.
Some older vehicles may still enter under a transitional arrangement. The specific rules depend on the vehicle's emission class and registration date.
Businesses and drivers can check whether their vehicle is allowed using the license plate check tool at the Zero-Emission Counter.
Impact on Local Businesses
Local entrepreneurs have mixed reactions. While many agree with the environmental goals, there are concerns about the added administrative burden.
Jan Akkermans, owner of Hotel Corps de Garde, says: "We knew this was coming, but applying for exemptions every time adds to the workload. It distracts from running a business."
Cor Dijkstra, from cheese shop De Kaaskop, adds: "We support sustainability, but the new rules do affect our operations. We have many suppliers who now need to adjust."
To help businesses adjust, the municipality has announced a six-month start-up period. During this time, no fines will be issued. Instead, warnings will be given.
Exemptions and Transitional Rules
Some vehicles may be eligible for an exemption, which are available through the Zero-Emission Counter, where full details and application forms can be found. Businesses can also apply for up to 12 day-passes per year if they do not meet exemption requirements.

Window Time Zone
Groningen already has a window time zone, which shares the same boundaries as the zero-emission zone. Vans and trucks are only allowed to enter the area between 5:00 and 12:00. To enter outside these times, a separate exemption is required. This exemption is different from the zero-emission exemption and must be applied for separately.
