Groningen Struggles with High Smoking Rates as Vaping and Drug Use Rise
Despite national efforts to reduce smoking, Groningen continues to report some of the highest rates in the country, with a notable increase in vaping and drug use among young adults.
Smoking remains high
Groningen is one of the heaviest smoking provinces in the Netherlands. According to data from the Health Monitor 2024, 19% of adults in the province still smoke—well above the national average of 16%. In the municipality of Groningen, the figure is even higher: 22.5% of adults smoke or vape, the highest rate of any Dutch municipality. Only Amsterdam comes close, with 19.9%.
While smoking has steadily declined nationwide over the past two decades, Groningen has seen little to no improvement since 2020. Especially in the city centre and northern districts, smoking and vaping remain widespread.
Rise in vaping and drug use
The use of e-cigarettes has also increased sharply in the province. In just four years, the percentage of adults who vape has doubled from 2% to 4%, contributing to the overall increase in “smokers.”
Drug use is on the rise as well, particularly among young adults. Among 18- to 34-year-olds in Groningen, 20% report using drugs, up from 15% in 2016. Cannabis use has slightly decreased, but other substances are seeing increased use.
Alcohol consumption falling
In contrast, excessive alcohol use has dropped significantly over the past decade. In 2012, 23% of Groningen’s adult population drank more than the recommended limits. That figure has since fallen to 14%, which now matches the national average.
