Insulation Subsidy Counter Opens for Homeowners in Groningen and Drenthe
Homeowners can now apply for up to €40,000 in insulation subsidies under the Nij Begun scheme—retroactive claims open now, new applications by postcode start from 2 September.
Starting Tuesday, 3 June, homeowners in Groningen and North Drenthe can apply for subsidies to insulate and ventilate their homes through the Nij Begun programme. This new scheme aims to help improve energy efficiency—especially in areas affected by gas extraction—and can also be used retroactively by people who have already taken action.
Two Levels of Support Based on Location
Up to €40,000 in subsidies is available for homes in the earthquake reinforcement area.
Up to €20,000 is available for homes outside of this zone.
Low-income homeowners may be eligible for full (100%) reimbursement of costs.

Who Can Apply Now?
From 3 June, applications are open for those who already completed or ordered insulation or ventilation work between 25 April 2023 and 3 June 2025. These homeowners can apply for the subsidy retroactively until 1 October 2026.
New Applications Open in September
If you haven’t started insulation yet, you’ll need to wait until 2 September 2025, when new applications open by postcode area, starting with neighbourhoods affected by energy poverty.
People can choose to apply independently or request support during the application process.
What’s Covered?
The subsidy covers a wide range of energy-saving measures:
Wall, floor, loft, roof, and cavity wall insulation
HR++ glass and insulating doors
Draught sealing
Natural or mechanical ventilation
Triple glazing with new frames (reimbursed separately at 30% via national ISDE scheme)
Requirements
Homes must have been built before July 2012.
For measures under €10,000, no special plan is needed.
For projects over €10,000, a home insulation plan from a certified advisor is required.
The scheme will run until at least October 2026, with enough funding expected for everyone who qualifies, according to the Ministry of the Interior.
